n 1998, Papakonstantinou returned in Greece and was appointed as an advisor to former Prime Minister Costas Simitis on « Information society » issues.
Two years later he was appointed Special Secretary for the « Information Society » at the Ministry of Economy and Finance (2000-2002). Between 2002 and 2004 he served as a member of the Council of Economic Advisors of the Ministry of Economy and Finance, he was a board member of OTE (Hellenic Telecommunication Organization), and was the Greek representative to the European Union’s Economic Policy Committee (EPC). In 2003 he coordinated the « Lisbon Strategy » for economic and social reforms during the Greek Presidency of the EU.
Between 2004 and 2007, Papaconstantinou served as economic advisor to PASOK’s President George Papandreou. He was also a board member of the Institute for Strategic and Development Studies (ISTAME), PASOK’s think-tank from 2005 to 2008.

In 2007 Marfin Investment Group acquired 20% of the company, and in March 2008 sold it to Germany’s Deutsche Telekom which later increased its stake to 25% plus one vote, matching that of the state.[3]
Since July 31, 2009, following the sale of a further 5% of OTE’s share capital by the Greek state to Deutsche Telekom, the state holds 20% and DT 30%.[4]
Since July 2009 Deutsche Telekom is the largest shareholder of the company.
