C’était une orientation générale occidentale, renouvelée avec les « moudjahidins » d’Afghanistan. Il y a eu décision occidentale de pousser au départ du shah lors de la conférence de la Guadeloupe, lié à la crainte d’une intervention soviétique (*).
Ils pensaient que l’armée pourrait contrebalancer le pouvoir islamique.
C’était une position collective.

(*) extract : Carter said about Imam Khomeini, “We have no direct relation with Ayatollah Khomeini, but clearly believe that he supports stability in Iran.
